Crowd-Safety-Related Event Interruptions

A new research resource has been added to Working With Crowds, examining occasions when concerts, festivals, sporting events, public gatherings and other crowded events have been stopped, paused, delayed, abandoned, cancelled or evacuated because of an actual or suspected safety concern.

The collection considers a wide range of circumstances, including crowd pressure, overcrowding, barrier movement, medical emergencies, severe weather, disorder, security concerns, infrastructure failures and other conditions requiring operational intervention. Attention is also given to the actions taken by performers, officials, security personnel, stewards, medical responders, event organisers and emergency services.

The purpose of the resource is not to assign blame. It has been developed to support professional learning by examining what happened, why an interruption became necessary, how information was communicated, how the crowd responded and whether the event was able to restart safely.

By bringing these incidents together, patterns can be identified across different event environments. The collection also demonstrates why show-stop procedures, clear decision-making authority, effective communication and properly rehearsed emergency arrangements should form part of event planning.
